If it's actually fanfic, it wouldn't fit anywhere in the Hugos because fanfic is technically illegal, even if mostly ignored by the rightsholders.
The story as written... alas, no. It's somewhat funny, but not in any way parody, as far as I can tell; it's a serious consideration of what Captain America, AKA Steve Rogers, would be like. It's a lovely story, but definitely fanfic and thus not touchable. Otherwise I'd have been Hugo eligible decades ago. :)
